Head of Operations
Wayne Fraser brings over 30 years of extensive experience in the petroleum and construction industries as Head of Operations. Known for his strong leadership skills, he has successfully managed large teams and complex operations throughout his career.
Wayne’s career has been marked by significant roles at leading companies such as RUBiS Energy Jamaica Ltd, IGL Ltd, Texaco Caribbean Inc., and Jamalco. His expertise spans logistics, facilities management, and project management.
At previous positions, Wayne spearheaded critical logistics for fuels, chemicals, and lubricants, ensuring seamless supply chain operations. His leadership encompassed comprehensive facilities management, maintaining compliance with industry standards, and guiding health, safety, security, and environmental initiatives. He has played pivotal roles in major government and private sector projects, including the Northern Jamaica Development Project and Jamalco’s Mining and Resettlement Housing Projects, where he supervised the construction of resettlement housing units and managed complex mining and infrastructure designs. His leadership extended to the Northern Coastal Highway construction, where he successfully coordinated land acquisition, utility relocation, and contractor supervision.
Wayne holds a B.Sc. in Civil Engineering from the University of Florida and has received extensive training in project management, health, environment, and safety, which have further enhanced his professional capabilities.
Outside of work, Wayne spends quality time with his family, is an avid football and cricket fan and also values community engagement.

A graduate of the University of Technology, Peter-John Westcarr holds a degree in Electrical Engineering (Instrumentation and Controls). Peter-John started his career in engineering as an intern at Alumina Partners of Jamaica (ALPART), where he was assigned to the process engineering and technical service department for 20 weeks.
In 2009, he joined Jamaica Broilers Group of Companies (“JBG”), then known as Content Agricultural Products in the capacity of maintenance engineer, a position he held for 18 months. Soon thereafter in 2011, he was appointed reliability engineer at the ethanol dehydration plant, a post he held for 14 months. He was appointed maintenance engineer/ supervisor in 2012, then in 2014, the Head of Maintenance and Engineering department before he transitioned to West Indies Petroleum (“WIP”) in 2016 when Jamaica Broilers Ethanol Ltd. was sold to the Company.
Peter-John now holds the position of Engineering Manager as well as Terminal Manager. A professional registered engineer, he is an active member of the institute of electrical & electronics engineers (IEEE) and the national fire protection association (NFPA).
Wycliffe Frater Sr.
Operations Manager, HSSE
Wycliffe Frater Sr. is the Health Safety, Security, Environment (HSSE) and Shipping Operations Manager. Born in Westmoreland, Jamaica, he was schooled at the Savanna-la-mar Primary, Manning’s High School, Management Institute for National Development (MIND), University of Technology, Excelsior Community College, Jamaica Maritime Training Institute, Technical School Maintenance and Repair, Durham North Carolina, USA, Fire Protection Association, London England, Scott Health and Safety University, Monroe North Carolina, USA, Miami Dade College, Miami Florida USA Allstate Training Academy Miami Florida USA, Rutgers University New Jersey, USA.
He has held various Diploma and Certificates in other disciplines including General Counselling and Grief Counselling. In 1991, he became a recipient of a scholarship that catapulted him into his field of dream – Merchant Mariner. He is the former Certified Safety Technician, Assistant Safety Officer, Instructor employed to the Caribbean Maritime Institute in Kingston. He is the former chairman for the Jamaica Red Cross, St Catherine Branch and a Safety Consultant, Safety Professional and OSHA General Industry Trainer. He is also PSRA Authorized Trainer, American Safety & Health Institute (ASHI) – authorized Instructor, CERT Instructor, Forklift Safety and Operations Trainer, a member of the Caribbean Association of Fire Chiefs and a member of ASIS International (America Society of Industrial Security). He is the current Chairman for the Old Harbour Zonal Disaster Committee.
He is married to Lisa-Marie Frater for over 30 years and has five kids.
